A practical framework for how associations and their delegates participate in IAF activities—covering eligibility, delegation, conduct, and how input is handled through committee review under IAQC oversight after membership.
Purpose and scope
These rules set consistent expectations for representation and participation by Industry & Professional Associations within IAF’s membership-based collaboration model. They are designed to support orderly engagement across working groups, committees, consultations, and member forums while protecting the integrity of technical discussions.
IAF is not a regulator and does not exercise legal authority. Any recognition or approval outcomes occur only after membership and are subject to committee review and International Automotive Quality Council (IAQC) oversight.
Core rules for association participation
The following rules describe how associations nominate representatives, contribute to discussions, and interact with IAF committees. Specific committee charters or project terms may add role-based requirements (for example, chair, editor, observer) while remaining consistent with these principles.
Eligibility and delegation
Participation is tied to active membership under the Association service. Associations should designate authorized delegates and alternates, define their mandate (scope and decision latitude), and keep delegate records current for each committee or working group.
Representation integrity
Delegates represent the association’s agreed position, not personal or commercial interests. Where an association aggregates multiple member views, submissions should clearly distinguish consensus statements from minority or informational inputs.
Conduct, confidentiality, and data handling
Participants must follow meeting etiquette, respect confidentiality requirements, and apply appropriate handling of shared documents and datasets. Materials circulated for committee work should be used only for the stated purpose and within agreed distribution limits.
How input becomes outcomes
Proposals, comments, and position papers are logged and reviewed through the relevant committee process. Any recognition or approval is considered only after membership and proceeds through committee review with IAQC oversight, including documented rationale and decision traceability where applicable.
Practical participation expectations
Associations are expected to prepare delegates to participate consistently: review agendas in advance, provide timely written input when requested, and coordinate internal alignment before presenting positions. Where a topic affects multiple sectors, associations should disclose the basis of their position (for example, member survey, technical subgroup consensus, or board resolution).
If a potential conflict of interest arises (such as a direct commercial stake in a discussed outcome), delegates should declare it and follow any committee instructions on recusal, limited participation, or documentation. These measures support balanced dialogue and maintain confidence in committee deliberations.
