Technical Expertise Recognition Scope

Purpose of the recognition scope
The Technical Expertise Recognition Scope is a structured description of the domains in which a member’s nominated expert may be recognized within IAF activities. It is used to align expectations across working groups, committees, and project teams by stating the technical areas, regulatory themes, and applicable product or system contexts relevant to the expert’s contribution.
IAF is a membership-based federation and does not act as a regulator. Recognition is an internal membership service outcome that occurs only after membership is in place and following committee review with IAQC (International Automotive Quality Council) oversight.
What the scope typically includes
Scope statements are written to be specific enough for consistent role assignment, while remaining practical for cross-functional collaboration. The elements below are commonly used to define and apply the scope.
Technical domain boundaries
Clear description of the engineering or quality domains (e.g., systems, software, cybersecurity, functional safety, materials, manufacturing quality) and the boundaries of what is in-scope versus out-of-scope.
Regulatory and compliance themes
Identification of regulatory topics the expert is positioned to address (interpretation, implementation considerations, evidence expectations), without implying regulatory authority or legal decision-making by IAF.
Evidence and competence basis
Summary of the competence basis used during committee review (experience, relevant project history, publications or contributions, training, and peer references) to support a consistent recognition decision.
Role application and assignment fit
Mapping of the scope to typical IAF roles (reviewer, contributor, rapporteur, technical lead) so that assignments match the recognized scope and are traceable under IAQC oversight.
How scope is maintained and updated
Recognition scope is intended to remain current with the expert’s active areas of contribution. Updates may be requested by the member organization or initiated through committee feedback when new technical areas emerge, when responsibilities change, or when additional evidence is needed to support expanded participation.
Any change to scope follows the same governance expectations as initial recognition: documented rationale, committee review, and IAQC oversight. Where potential conflicts exist, participation may be limited to specific tasks or working groups until the conflict is managed and the assignment remains appropriate.

The Technical Expertise Recognition Scope supports consistent, auditable participation across IAF activities by linking expert assignments to a defined scope and documented competence basis. Recognition outcomes are available only after membership and are subject to committee review and IAQC oversight, including expectations for impartiality, role clarity, and appropriate handling of conflicts of interest.
